National Capital Golf Tour's Pace of Play Policy

In an effort to address slow play, the NCGT has adopted a Group Pace of Play Guidelines for our tour.
  • As long as you keep up with the group ahead of you (within 14 minutes) your group will NEVER be in jeopardy of being out of position. Always look ahead – not behind.
  • Each group will be given a fixed amount of time in which to play 4 or 5 holes within each of the four (4) check-points. Times will be reflected on the score cards. Each group will be required to complete each check-point hole based on the allotted time or within 10 minutes of the group ahead.
  • Posted signs will be located on all check-point holes or on player’s scorecards
  • Penalties will be assessed to players NOT ENTERING times on scorecards.  NO EXCEPTIONS
Allotted Time
Each group has an allotted time to complete play through each check-point.  When a group falls behind – regardless of the reason - it must regain its position. Time for ball searches, rulings, and walking time between holes is included in the allotted time.
 
Definition of “Out of Position”
 
First Group: The first group is out of position if takes more than the allotted time to finish a check-point hole. 
Following Groups: A following group is out of position if it
(a) takes more than the allotted time to finish a check-point hole and
(b) completes play of a check-point hole more than 14 minutes after the preceding group completed play of that hole.
Note: The first group becomes a following group when it makes the turn in a split tee start tournament.
A player who was out of position during his round and who elects not to consult with the Rules Committee to determine whether he was in breach of these guidelines is deemed to be in breach of these guidelines and incurs a penalty or penalties according to the above schedule of penalties 

- Always try to be in position to hit your next shot. It should take no longer than 40 seconds to make a stroke. That time starts from the moment your FC/Opponent has struck their ball.

- Always consider playing a Provisional Ball if the Rules permit.

- Always wait until you reach the next tee before you write down your scores for the previous hole. Clear the way for the group behind as quickly as possible.

- When all players have reached the green, the player who's ball is nearest to the hole should "babysit" the flagstick.

- If you're sharing a cart with a FC/Opponent, always practice "smart" cart golf. Either drop off your FC/Opponent at their ball and drive to yours, or leave the cart with them and walk to your ball with a few clubs in hand. Don't hang around waiting if you don't need to.

- Always be at the first tee at least 10 minutes before your scheduled tee time.


Pace of Play Checkpoints
 
Check-points will be located at the 4th, 9th, 13th and 18th greens.  A check-point will be considered missed if the hole is not completed (flagstick in the hole) within the allotted time, or the group has not completed the hole within 14 minutes of the group ahead. Players will be responsible for writing in times on their score cards at the completion of these holes. Players will be assessed penalties if the card they scored, comes in with no times on it.
 
Penalties for NOT entering times on scorecards....
 
·         Failing to enter one time will results in loss of 1 point from your day’s total.
·         Miss 2 time checks and lose 2 points
·         up to maximum of 3 points per round.
 
 
Penalties for Slow Play Infractions…
 
·         1st offence for slow play is warning by email to the entire group
·         Second offence for individual players who have already had a warning is 3 point penalty
·         Third offence is an 8 point penalty from points total
·         4th offence is Disqualification from event
 
 
NOTES:
·         If a player feels he/she did not warrant a penalty, a review will be successful only if there is evidence a player was:
·          delayed by the Committee
·          delayed because of a circumstance beyond control of the player or group
·          delayed because of another player in the group
·         Review and application of the penalty will only occur after the event is done when we can check all the players times, not during the stipulated round. Discussion of the situation with the check-point official will only cause further delay of the committee getting results out.
·         A player concerned about a non-responsive (slow) fellow-competitor in his group, who is delaying play, should request a Committee or Rules Official to monitor the group in case the group is or becomes liable to penalty under these guidelines.
·         You and your fellow-competitors can help by having your yardages and being ready to play when it is your turn.
·         
 Knowing when to pick up and take an X is also VERY much suggested.
 

Rule 6-7


6-7. Undue Delay; Slow Play

The player must play without undue delay and in accordance with any pace of play guidelines that the Committee may establish. Between completion of a hole and playing from the next teeing ground, the player must not unduly delay play. 

PENALTY FOR BREACH OF RULE 6-7:

Match play — Loss of hole; Stroke play — Two strokes.
Bogey and par competitions — See Note 2 to Rule 32-1a.
Stableford competitions — See Note 2 to Rule 32-1b.
For subsequent offense — Disqualification.

Note 1: If the player unduly delays play between holes, he is delaying the play of the next hole and, except for bogey, par and Stableford competitions (see Rule 32), the penalty applies to that hole. 
Note 2:
For the purpose of preventing slow play, the Committee may, in the conditions of a competition (Rule 33-1), establish pace of play guidelines including maximum periods of time allowed to complete a stipulated round, a hole or a stroke. In stroke play only, the Committee may, in such a condition, modify the penalty for a breach of this Rule as follows:

First offense — One stroke;
Second offense — Two strokes.
For subsequent offense — Disqualification.

32-1b. Stableford Competitions

The scoring in Stableford competitions is made by points awarded in relation to a fixed score at each hole as follows:

The winner is the competitor who scores the highest number of points. The marker is responsible for marking only the gross number of strokes at each hole where the competitor’s net score earns one or more points.

Note 1: If a competitor is in breach of a Rule for which there is a maximum penalty per round, he must report the facts to the Committee before returning his score card; if he fails to do so, he is disqualified. The Committee will, from the total points scored for the round, deduct two points for each hole at which any breach occurred, with a maximum deduction per round of four points for each Rule breached.

Note 2: If the competitor is in breach of Rule 6-7 (Undue Delay; Slow Play), the Committee will deduct two points from the total points scored for the round. For a repeated offense, see Rule 32-2a
